2012 PfP and Outreach Committee Workshop in Leptokaria-Greece

Sunny Leptokaria, a small town in the feet of the legendary mountain Olympos , gathered over 50 reserve officers from Albania, Bulgaria, Canada, Croatia, Romania, Germany, Greece, the Netherlands, Italy and USA for the 2012 Partnership for peace and outreach workshop (16-21 October), organized by CIOR and hosted by the PanHellenic federation of reserve officers.

The official opening of the workshop was honored by representatives of the Greek central and local authorities and generals and officers of the Greek armed forces and many guests from the region and the country.

The commander of the First Hellenic Army, Lt.Gen.(GRC-A) Georgios Sofianidis, greeted the  participants on behalf of the undersecretary of defense, who underlined the importance of the reserve forces within the framework of the defense system and wished success to the workshop.

Brig.Gen.(R) Georgios Kostaras – president of the Supreme Panhellenic Federation of Reserve Officers delivered a lecture on “Peace as symbol of life and the role of reserve officers”.

An evidence for the spirit cooperation existing between CIOR and NRFC is the fact that the Bulgarian national representative in NRFC and chief of the Central office of military districts of Bulgaria Col. Stoyan Stamatov attended the workshop and   made a presentation on the Bulgarian Bill for the reserves and the organization of the Bulgarian reserve forces.

Presentations on the reserve forces of USA, Germany, the Netherlands  and Greece. The participants and the guests of workshop were informed about the security and stability issues on the Balkans by Lt.Gen(ret) Ioannis Zoukas.

PfP and outreach committee chairman informed the attendees about the structure, the goals and the activities of CIOR in general and of PfP and outreach committee in particular , about the topics of the workshop and then the participants split up in two groups for the working sessions.

The working groups participants (reserve officers with various civilian professions and background) discussed Issues such as the use of the specific skills of reservists in operations, the cost effectiveness of reservists,the cooperations between the employers on one hand and the armed forces and the ROAs on the other, the importance of education and the CIMIC benefits.

The program of the workshop included also a visit to the Litochoro armored brigade shooting polygon, where the participants could observe shooting exercise of Greek reservists.Brig.Gen. Nikolaos Grillakas – commander of the Litochoro armored brigade explained the tasks of the exercise and answered to all questions that were asked by the guests.

The Greek hosts managed to present also interesting facts not only on the contemporary Hellenic armed forces, but also on their history from ancient times. Visits were paid to Dion, Vergina, Pella and Edessa, where the workshop participants enriched their knowledge.

The 2012 PfP and Outreach committee workshop was honored by Commander (French navy reserve) Richard Roll – President of CIOR who attended the closing session and the presentation of the workshop results.

President Roll addressed the workshop participants underlining that this event is very important to CIOR because it gives information on CIOR and its  activities. He made an update of the latest CIOR activities and the way ahead mentioning the forthcoming CIOR IBM in Paris (November 2012).

President Roll emphasized the importance of the topics of the working groups – “operational reinforcements” and “Employer’s support” and pointed out that these workshops are a tool in the exchange of knowledge and experience between the members and partner nations of CIOR. He said also that the prospects of CIOR envisage further enhanced education of the reserve officers in close cooperation with NRFC.

The workshop was officially closed by PfP and Outreach committee chairman – Maj(R) Dimitar Popov who made the wrap up comments and announced that the next workshop will take place in Bucharest in October 2013.
