CIOR President and NRFC Chairman were on a visit to Bulgaria

CIOR President Commander (R) Richard Roll and the Chairman of NRFC Maj. Gen. Georges Lebel was on a visit to Bulgaria. The Chief of Defense of Bulgaria informed the guests that both the Ministry of Defense of Bulgaria and the Reserve Officers and Non-commissioned Officers Union of Bulgaria (RONU) are actively working for the future taking over of the NRFC Chairmanship and the CIOR Presidency for the period of time 2014 – 2016.

The President of CIOR Commander (French Navy Reserve) Richard Roll (right on the photo) was on a visit to Bulgaria on 21st and 22nd Oct 2012. He visited the city of Smolyan, where he attended the celebrations on the occasion of the Centenary of the liberation of Smolyan and its region during the Balkan war (1912). There he met the Minister of Defense of Bulgaria Lt.Gen (ret) Anio Angelov (left on the photo). 

President Roll greeted the most highly awarded secondary students – participants in the National students contest on the occasion of the Centenary of the Balkan war. He attended the show of the National Guard detachment “Sparks”. He was received by the Vice-governor of the Smolyan region Mr. Chavdar Furlanski.

President Roll arrived in Smolyan from Leptokaria – Greece, where he attended the yearly Workshop of CIOR PfP and Outreach Committee. The workshop was very well organized and went on a very high level said Commander Roll.

On Oct. 22nd General Simeon Simeonov (right on the photo) met the Chairman of NRFC Maj. Gen. Georges Lebel (center on the photo) and Commander (R) Richard Roll – President of CIOR (left on the photo) . The Chief of Defense of Bulgaria informed the guests that both the Ministry of Defense of Bulgaria and the Reserve Officers and Non-commissioned Officers Union of Bulgaria (RONU) are actively working for the future taking over of the NRFC Chairmanship and the CIOR Presidency for the period of time 2014 – 2016.

General Simeonov pointed out that the taking over of the chairmanship of NRFC and the presidency of CIOR is of paramount importance for the MoD of Bulgaria. We highly appreciate your experience on the taking over and management of NRFC and CIOR said Gen. Simeonov. 

Maj. Gen. Lebel and Commander Roll pointed out that this mutual exchange of experience is very useful and thanked Gen. Simeonov for the opportunity to meet him. The meeting was attended by Mr. Ivan Ivanpv – Director of directorate “Management of the human resources” of the Bulgarian Ministry of Defense, Brig.Gen. Zhivko Mihaylov – director of directorate “Logistics”, the chief of the Central office of military districts Col. Stoyan Stamatov, Lt.Gen, (ret) Stoyan Topalov – Chairman of RONU, Maj. (R) Dimitar Popov – Chairman of  PfP and Outreach committee, Col (R) Konstantin Popov – Vice-president of CIOR for Bulgaria.

The visit of President Roll continued with discussions with Mr. Ivan Ivanov – director of directorate “Management of the human resources” of the Bulgarian Ministry of Defense and Lt. Gen. (ret) Stoyan Topalov – Chairman of RONU on the issues of the future Bulgarian CIOR presidency.

Maj. Gen. Lebel (center on the photo) and Commander Roll were received by Mrs. Tsveta Avdjieva – mayor of municipality “Mladost” of the city of Sofia.  She informed them about the development of the second largest district of Sofia and the excellent cooperation with the district organization of RONU.

The guests were informed with the tasks in the municipality, related to the filing of the Reserve of the Armed forces. The office has files of 18 900 men and women, which represents 16 per cent of the total population of the municipality. The files contain information about 3300 reserve officers, 15 600 reserve NCOs and soldiers and 1400 pcs of equipment.

In the district club of “Mladost-3” – “Armeets” (Army man” Maj.Gen. Lebel and Commander Roll received information about the structure and the activities of the district organization and about the idea an "open air" military museum.

On 23rd Oct. 2012 – the last day of his visit the CIOR President met Mr. Vasil Marinov – Secretary on the Defense and security of the President of the Republic of Bulgaria.

President Roll informed Mr. Marinov about the tasks and activities of CIOR and expressed his satisfaction with the outcome of his visit in the Ministry of Defense.

Secretary Marinov pointed out that the Bulgarian government and official institutions welcome the taking over of the CIOR presidency for the period of time 2014 -2016 by Bulgaria and assured President Roll that the Bulgarian authorities fully support it.
