Visit to SHAPE and office call with SACEUR

On Tuesday 10 December 2013 the President of CIOR, CDR (R) Richard Roll had the opportunity to be invited to SHAPE along with his counterpart, MGen Lebel, Chair of NRFC. The common aim was to foster the best possible interaction among the Strategic HQs in support of the Reserve Forces dynamics.

This visit gave opportunity for some privileged moments. Following and office call with LtGen (FRA AR) Philippe Stoltz, vice-chief of staff SHAPE, a standing lunch with several of the SHAPE Flags and concerned Branch chiefs was organized. BGen (GBR AR) Gary Deakin, Director Comprehensive Crisis and Operations Management Centre (CCOMC) then presented this well-established renewal of the SHAPE Strategic Ops Centre.

An office call gave the opportunity to meet and interact with SACEUR, Gen (USA AF) Philip M. Breedlove. This has been an inspiring and unique opportunity to share views on Reserve Forces in NATO Operations.

A final, one-round table chaired by LtGen (FRA AR) Philippe Stoltz allowed a 360° assessment on all matters of current Reserve forces focus at SHAPE, in particular the role of reserve in CFAO (NATO Concept for Allied Operations, driven by ACO) and CFI (Connected Forces Initiative, driven by ACT).

Crisis Management aspects were touched upon, whereby it could be considered opening some Reservists positions in the CCOMC. Reserve forces and Reservists can indeed contribute very adequately in the comprehensive approach given their dual civilian and military competencies.

In line with that, BGen Gary Deakin was offered to be one of the guest speaker in our joint CIOR - NRFC Symposium in Fulda (Germany) on 7 Aug on the theme of: "The role of Reservists in crisis management".

The same level of joint CIOR & NRFC commitment has therefore been enjoyed and made visible in both ACT and ACO, as recommended by all the 3 reference MC documents addressing reserve matters: MC 441, 248 and 392, along with a full involvement to support the best synergy between Associations and Institutions in Reserve matters as this is one of the most natural bridge between Civilian societies and their Defense spirit and organization.
