President Jørn Buø, along with Secretary Generals Peter Winroth and Pekka Sillanpää, had a series of important visits arranged by the Spanish representatives, including organizers Luis Placencia and Juan Ros, before the event. The visits followed a devastating flood in Valencia, which had claimed over 200 lives just a couple of days earlier.

A minute of silence for the flood victims was held in front of the Government Delegation in the Community of Balearic Islands (Delegación del Gobierno en Illes Balears). The moment was honored by City Mayor Jaime Martinez Llabrés, Deputy Mayor for Mobility Antonio Deudero Mayans, and Major General Fernando Luis Gracia Herréiz, with many people and media present.

The CIOR presidency had the opportunity to meet the mayor and deputy mayor in person at the Mallorca City Hall. President Buø introduced the work of CIOR in a warm discussion and received updates on current events in Mallorca. The deputy mayor introduced himself also as a reserve officer and a member of FORE.

Lastly, the CIOR presidency met with Major General Fernando Luis Gracia Herréiz, the commander of the Balearic Islands. Their discussions covered various military topics, offering new perspectives on NATO and regional threats from Spain's viewpoint.
